Tariff and market access comparison
The same shipment can land very differently depending on whether it ships directly from China or from Morocco. This table is where most of our work begins.
| Destination | Tariff treatment | Transit from Tangier | Key conditions |
|---|---|---|---|
| European Union FTA | 0% on industrial goods | 10–15 days by sea / 24–72 hours by truck | Rules of origin met (local value-added and processing) + CE-type certification |
| United States FTA | 0% on most industrial goods | 12–18 days by sea | US–Morocco FTA origin rules; some categories still face duties, quotas and extra scrutiny |
| North & West Africa RTA | 0%–20%, declining | 3–10 days by road or sea | Agadir Agreement and AfCFTA membership, local import licensing |
| Morocco domestic DOM. | Per HS heading | 24–48 hours domestically | 20% VAT and local certifications such as ONSSA / NM marks |
Tariff conclusions must be verified line by line at HS level: two models of the same machine can differ in origin treatment and duty rate. That is why every engagement starts with a modelling sheet.
Free-zone tax
Free-zone tax regime and policy tools
Morocco’s incentives for export manufacturing are institutional, not one-off negotiation promises.
Corporate income tax
Export-oriented free-zone companies pay no corporate income tax for the first 5 years, then a reduced rate (typically 15%). The standard rate is 20%.
Value added tax
Exports and goods used in free zones to produce exports can be zero-rated or exempt; domestic sales bear 20% VAT.
Customs and FX
Equipment and materials imported into a free zone for export production are duty-exempt. The dirham is convertible on current account; profit repatriation follows filing procedures.
Grants and support
The investment promotion fund may part-finance equipment, training, land and infrastructure, depending on project size, region and sector.
Industrial clusters
Four industrial clusters — and how to choose
Location decides your supplier radius, hiring difficulty and time to port. We usually map suppliers first, then pick the site.
| ITEM | INDICATIVE RANGE | NOTES |
|---|---|---|
| Industrial minimum wage (SMIG) | ≈ 3,100 MAD / month | Around USD 310, industry and commerce basis |
| Assembly operator salary | 3,500–5,000 MAD | Typically 10–20% higher once overtime and allowances are included |
| Process / quality engineer salary | 10,000–18,000 MAD | Automotive and aerospace compete for talent; budget a premium for key roles |
| Employer social charges | ≈ 21%–25% | On top of gross salary, varies by scheme and contribution ceiling |
| Industrial electricity | ≈ 0.9–1.2 MAD / kWh | Energy-intensive projects can seek special tariffs and green PPAs |
| Standard factory rent, free zone | ≈ USD 4–8 / sqm / month | Depends on office content, clear height and power capacity |
| Sea transit (Tangier → Rotterdam) | 10–15 days | Including port handling and connection |
| Corporate tax (free-zone exporter) | 0% first 5 years / 15% thereafter | Subject to maintaining free-zone status and export ratios |
Readiness checklist
The documents you should hold before breaking ground
A checklist surfaces gaps early, so you are not making repeated trips to the counter with an incomplete file.
Four risks we always flag

Insufficient substantial transformation
Labelling or simple assembly may fail to confer origin and can trigger anti-circumvention scrutiny. Process design and value-added must be planned up front.
Treating incentives as an entitlement
Free-zone tax and duty treatment comes with conditions — export ratios, books, geography. Annual compliance and evidence management matter more than the original application.
Underestimating employment rigidity
Moroccan labour law is strict on dismissal, working time and social security. Shift structure and headcount must be modelled before start-up.
Overlooking FX and repatriation
Money must be able to leave as well as enter. Investment filings, contribution evidence and repatriation routes should be designed from day one.
